Das vierte und letzte Treffen des Vorbereitungskommittees vor dem Weltgipfel für nachhaltige Entwicklung (PrepCom 4) findet vom 27. Mai bis zum 7. Juni auf Bali/Indonesien statt. Da es sich hierbei um eine Konferenz mit Ministerbeteiligung handelt, ist der Druck, Kompromisse zu erzielen besonders hoch. Es stellt sich also die Frage, ob die vom PrepCom 4 verabschiedeten Texte und Erklärungen tauglich sein werden, eine Verhandlungsgrundlage für konkrete internationale Lösungsstrategien zu schaffen. Act now to save Earth Summit!

Friends of the Earth International (FoEI) accuses governments of wrecking the Earth Summit in Johannesburg. At the start of the last round of negotiations before the Summit in August, FoEI calls on governments to finally commit to a meaningful action plan. The negotiations in Bali, Indonesia are based on a new negotiation draft issued by Conference Chairman Emil Salim on May 9th . The text contains little of value. Most of the targets and timetables from earlier drafts have been removed. Daniel Mittler, Campaign Coordinator for FoEI, comments: "Bali is the last chance to save the Earth Summit. Governments have broken the promises they made at Rio in 1992. It is thus urgent, that governments agree a clear action plan with money attached for Johannesburg." |

Today side event "Type II outcome on sustainable agriculture and food security" held by US. government, US. delegate stupidly and frankly said that GMOs is one of the mean reaching sustainable agriculture and food security
- parallel side event was about GMOs in Indonnesia. Santi, a indonesean female farmer whose life and community have been effected by BT cotton from Monsanto, gave a testimony on her bitter and traumatic experience. After the company raised the price of the seed and fertilizer before the harvesting time and forced all farmers to sign the letter of agreement of indebtedness, she and her group of member decided to burn her cotton field. She had been crying all the time of testimony. Her last remark is Monsanto must not be allowed to be here because they have destroyed too many lifes. Monsanto is one of the most active menber of World Business Council on Sustainable Development (WBCSD) which is the key supporter of WSSD.
- "What are we going to do about the United State???" is the word of Dr.Emil Salim, the chairman of Prep.Com IV. On monday 27 May, unrealizing that a microphone in fornt of him was on, He asked a woman sit beside him "What are we going to do about the United State???" so some NGOs got this idea and transfer to a peaceful protest. anyway UN security guards asked everybody to take it out and informed informally that any kinds of potest will not be accepted. Everybody who get involve in a protest will be banned from UN.
- We are the people, NGOs and Media will not be allowed to enter the front door, to take elavator and escalator.
- In the caucus room of NGOs, there is no microphone. Ability to shout and good lound voice is one of the most important here.
- Regarding the food insecurity situation, TWN supported by Indonesian Coordinator provide cheaper and reasonable lunch boxes by sending someone to buy some food and sell it in the carpark at the back door (NGOs' entrance :) Some margin profit from this NGOs' small-scale business is contributed for documentation, flyers and photocopy stuffs.

Das Greenpeace-Schiff MS "Artic Sunrise" ist am Montag im Hafen der indonesischen Insel Bali eingetroffen. Dort findet das letzte Vorbereitungstreffen zum Erdgipfel 2002 Ende August in Johannesburg/Südafrika statt. Prepcom IV, Bali: Last harbour of the sailing before Johannesburg - Progress report
The negotiation is continuing and yesterday the major IGOs (Indonesia peoples forum, greenpeace, friends of the earth, Third world network, South africa NGO coalation, WWF) has conducted a press briefing and indicated among others mainly, - Type II outcomes should be only initiated to enforce and to implement Type I outcomes but not to replace the governments political committment as it has no mechanisms for monitoring and evaluation including the would be induced more space for TNCs, - The negotiation on plan of action (chairman's text)should focus on time bound, target and means of implementation. It is the notion of most civil societies that the chairman’s paper (the one that is submitted for Prepcom IV for negotiation) lacks vision, concrete targets, reasonable time bounds, sense of ownership, institutional arrangements and call for political commitment. These comments have been put in the table on the discussion held with Prof. Salim on May 24. Some big IGOs also aggressively reiterated that the chairman paper is a pile of shit shopping lists.
